Medical Science instead of the two Assistant Medical Officers shown in the statement, who, it is intended, shall be Europeans and on the Temporary Staff on five years' agreements. In making this change I have acted on the advice of the Principal Civil Medical Officer, the Medical Officer of Health, and the Treasurer, whom I appointed as a Committee to examine this subject. These Officers point out that even if it were possible to obtain five Chinese Doctors trained in Western Science, which at present is quite impossible, two European Doctors would prove more trustworthy.

The duties of these Doctors would be those detailed in paragraphs 28 and 30 (2) of the Memorandum above quoted. The duties of the six Inspectors would be to superintend the disinfecting of infected premises, one Inspector being allocated to two Health Districts, and one to Kowloon. These duties have hitherto been largely relegated to Temporary Inspectors, and have not been economically performed. The work is arduous and dangerous, and it is necessary to pay men well for such work, hence the comparatively high salaries set down for these appointments. If these appointments are approved, it is proposed to transfer some of the best of the present 1st Class Inspectors to them, and as it is certain that disinfecting work must be carried on for several years to come, it is proposed to place these appointments on the Permanent Establishment. If in the future this special work can be dispensed with, the rapid growth of the Colony will admit of the absorption of these 6 Officers for ordinary Sanitary duty.
